Permanent Residence (Skilled Regional) Subclass 191 visa

The subclass 191 skilled regional visa will be open to new applications in November 2022

The Regional Provisional Stream of the Permanent Residence (Skilled Regional) Visa (Subclass 191) allows individuals who have lived and worked in designated regional areas of Australia on an eligible visa to transition to permanent residency.

To qualify, applicants must have complied with all conditions of their eligible provisional visa during their stay.

With this visa, you can:

  • Work and study anywhere in Australia
  • Sponsor eligible family members for permanent residence
  • If eligible, apply for Australian citizenship

You must

  • Hold an eligible visa for a minimum of three years
  • Provide notices of assessment from the Australian Taxation Office (ATO) for three out of the five income years on your eligible visa. There is no minimum income requirement.
  • Comply with the conditions of the eligible visa you currently hold or have previously held.

We will provide further information about the specific requirements of this new visa as November 2022 approaches.

Have an eligible visa

You must hold an eligible visa at the time of application and have maintained that visa for at least three years prior to applying.

Eligible visas include the subclass 491 or subclass 494.

Satisfy the income requirement

There is no minimum income requirement.

You must provide notices of assessment from the Australian Taxation Office (ATO) for three income years within the five years of your eligible visa.

Comply with the conditions of your eligible visa

You must have complied with the conditions of your eligible visa when in Australia. This requirement applies for the whole period you hold the visa(s).

Health Requirement

You must meet our health requirement, which also applies to any family members applying for the visa with you. Additionally, family members who are not coming to Australia may also need to fulfill this health requirement.

Character Requirement

You must meet our character requirement, which also applies to family members aged 16 years and older who are applying for the visa with you.

Additionally, family members who are not coming to Australia must also fulfill the character requirement.

 

The Department will announce the application charges closer to the commencement date.

The Visa application charges are expected to be close to:
Main Applicant – $505
Additional Applicant over 18 – $250
Additional Applicant under 18 – $130
Applicants will also have the option to pay an extra charge for any applicant 18 years old or older who has less than functional English.

The Subclass 191 Permanent Residence (Skilled Regional) Visa will be open to applications in November 2022.

Include your family

You can include members of your family unit in your application for the Permanent Residence (Skilled Regional) Visa (Subclass 191). This can be done:

  • When you lodge your application, or

  • After lodging, but before a decision is made

Visa Requirements for Family Members

In most cases, family members included in your application do not need to hold an eligible visa. However, they must hold an eligible visa if:

  • They no longer meet the standard definition of a family unit member, and

  • You still wish to include them in your application

For example: If your child has turned 23 years old since being granted an eligible visa, they must now hold a visa that was granted on the basis of being a member of your family unit.

Health and Character Requirements

  • All included family members must meet health and character requirements

  • Even family members not migrating to Australia may be required to meet these requirements

Newborn Children

If you’ve had a child born in Australia after your current visa was granted, you must:

  • Notify the Department before lodging your Subclass 191 application

  • Ensure your child’s visa is linked to their passport, or you won’t be able to lodge their application online
